Christer Fröling to Present COSYSMO-Based Acquisition Paper at this year’s edition

We’re proud to announce that Christer Fröling, CEO of The REUSE Company Scandinavia, has been selected to present his paper at the upcoming INCOSE International Symposium 2025, held in Ottawa, Canada, from July 26 to 31, 2025.

His proposal was chosen among other submissions for its innovative perspective on acquisition modeling leveraging the COSYSMO 2.0 model to build a decision-support tool tailored to the challenges of public procurement.

A New Angle on Acquisition Modeling

A hybrid model integrating cost, maturity, and requirement quality

In a context where acquisition processes face increasing complexity and demand greater accountability, Christer’s paper “Boosting COSYSMO to Derive a Comprehensive Acquisition Benchmarking Tool” presents a method to integrate:

  • Capability Maturity Model Integration (CMMI)
  • ANSI/EIA 632, LCC (Life Cycle Costing), and TRL (Technology Readiness Level)
  • Requirement difficulty classification based on INCOSE’s Guide to Writing Requirements

The result is a model that connects engineering effort, system maturity, and requirement quality, offering benchmarks for more informed acquisition decisions.

If you’re attending the symposium, Christer’s session will be a must for professionals involved in public procurement, effort estimation, or data-driven decision-making in systems engineering. His paper outlines not only the conceptual model, but also a practical path for implementation.

Should I attend INCOSE IS 2025?

The INCOSE International Symposium is the world’s largest gathering of systems engineering professionals. This year’s edition will explore the future of systems engineering through sessions on interoperability, MBSE, AI, and digital transformation, now joined by a renewed focus on acquisition effectiveness.
